David Kilgour is a distinguished Parliamentarian, first elected in 1979, and former Deputy Speaker in the Canadian House of Commons. He is currently Secretary of State for Latin America and Africa. He is a graduate of the Universities of Manitoba and Toronto, and has done additional graduate work at the University of Paris. He is the author of three books - Uneasy Patriots (1988), Inside Outer Canada, and Betrayal: The Spy Canada Abandoned(1994).
